Conscious of the well-being of county coffers, the CSAC Finance Corporation, with the National Assocation of Counties (NACo), partners with a variety of companies to offer cost-saving programs to counties and other public agencies. Contracts for the programs are publicly solicited and meet the competitive bid requirements for local government.

Currently, the CSAC Finance Corporation and NACo sponsor four programs; Nationwide Retirement Solutions, Employee Relations, Inc, Cost Control Associates and Correctional Risk Services, Inc. As an organization; the California State Association of Counties (CSAC) and the CSAC Finance Corporation have ourselves utilized Nationwide Retirement Solutions and Employee Relations, Inc.

Ever conscious of our own budgets as well, CSAC recently enlisted the services of yet another of our providers; Cost Control Associates.

Cost Control Associates (CCA) manages a cost containment program for counties focused on energy, telecom, and cellular phone costs. Through this provider, CSAC is pleased to partner with NACo to make it possible for counties to receive the assistance they need to receive refunds and cost savings from their energy and telecom supplies. CCA is a provider that has been vetted through the U.S. Communities process of competitive bidding and can be used without solicitation. Review services provided by CCA include:
• Cellular Phone Cost Review
• Other Telecom Cost Review including Local, Long Distance, Internet and Data Lines
• Utilities including Electricity and Natural Gas

CSAC is extremely pleased to announce that we just finished our review of the association through CCA and were pleasantly surprised to realize over $14,000 per year in cost savings! Considering the relative size of CSAC, with only two buildings and approximately 30 employees, it is easy to see how even bigger savings could be translated to your county.

The review process is quite simple. CCA will review your billing records for the selected services and compare them with the various tariffs that should be used have been charged to see if billings are correct. In addition, they will look at usage information, contracts and other information to see if there are future savings that could accrue.

To instill even further confidence in the CCA review process; fees for these services are contingency-based and tied directly to the refunds and cost savings produced for your county. If CCA does not obtain refunds or find any cost savings for your county, you pay nothing. There is absolutely no risk to your county or any financial obligation. Over 90% of all clients who have taken advantage of CCA’s services have received refunds and/or cost savings.
